That would suck if had served a la carte and limited it to F pax
I would imagine it will be an 'exclusive' roped off F section. Interestingly, there has been much construction going on behind the current F lounge for months, so will be interesting to see once the wall comes down.
Re: BA F lounge, what is the bet that due to the lover's tiff, they call it the Concorde Room, and make it a non-OW lounge?

Well, we know what Joyce means by improvement now, so I guess anything goes.
I'm sure Qantas will soon be announcing that Gold & WP's will be offered "more freedom of choice to our valued frequent fliers" so they can select to sit alone in a corner away from the noisy F's and have the freedom to chose water or xx_X and share the toaster exclusively with other Gold and WPs.
I flew back from LHR to SIN F class, and then had a business class seat to PER. I am also a SG FF. I was directed to the SATS lounge which was noisy and near capacity. I pleaded my case at the Qantas lounge and they let me in. Most appreciative of them for allowing me to do so. Thumbs up from me for being flexible
That's pretty ordinary, shouldn't be any need to plead your case. An F passenger should be allowed to access the F Lounge based on inbound COS.
BA has similar arrangements in place at LHR

That reference has indeed changed and I believe, recently.The only reference I can find on the One World website makes no mention of this being inter-Europe. Semantics I know but it refers to inbound long haul (which LHR-SIN in F qualifies ) and outbound shorthaul, defined as a flight less than 5 hours (which SIN-PER is).
I would say that the OP should have had access to the F Lounge in SIN as per One World Rules below

oneworld lounge access for First Class or Business Class customers
Indulge yourself before departure in a wider range of airport lounges when you fly First Class or Business Class with any oneworld member airline.
- Customers flying First or Business Class have access to the equivalent class of lounge regardless of their frequent flyer status. First Class passengers may use a Business Class or frequent flyer lounge if a First Class lounge is not available.
- First Class passengers may invite one guest to join them in the lounge. The guest must also be travelling on a flight operated and marketed by a oneworld airline.
- Connecting between oneworld marketed and operated flights:
- First and Business Class customers connecting on the same day of travel, or before 6am the following day, can access the lounge when travelling between an international long haul* and an international short haul or domestic flight (and vice-versa). (* a oneworld international long haul flight is defined as an international flight marketed and operated by any oneworld carrier with a scheduled flight time longer than 5 hours)
- Lounge access will be determined on the international long haul ticketed flight (either First of Business Class) regardless of the ticketed class of travel on the international short haul or domestic flight.
- You must be prepared to show your boarding pass or itinerary showing travel in First or Business class on the international long haul flight, in order to access the lounge before your international short haul or domestic flight
The specifics to Europe have been removed.When you fly First or Business Class with a oneworld member airline, you are free to enjoy that airline’s First or Business Class lounge (depending on which class you are flying) before departure, regardless of your frequent flyer tier status.
This lounge access also applies when you connect from a domestic or intra-European segment to or from a oneworld longhaul First or Business Class flight.
