We are all wrong: From the Rewards Program T&C
13.8 If you opt out of Citibank Rewards, and into Citibank Qantas Rewards, you will lose all your accrued Points in Citibank Rewards.
You cannot redeem them or use the Points you accrued in the Citibank Rewards in Citibank Qantas Rewards. You cannot transfer Points from one Rewards program to the other.

So apart from that, opting into QFF from the outset will give me 60k QFF points and a 1:1 earn domestic or internationally
Opting into Citi Rewards will give me either 30k Asia Miles or 45k Velocity points or 45k Kris Flyer Miles but a 1 point per$ earn domestically or4 points internationally, with a 1.5:1 redemption rate for VA or SG or a 2:1 redemption rate for Asia Miles.
I think I'll take the 60k points, pay out the Balance transfer over 6 months and move to another card. Burning $299 for 60k QFF points is pretty cheap in the scheme of things. That's a SYD-HKG flight in J.
